Stronger Institutions for a Better Pakistan

General elections are over and now the political system has entered in a steady state condition. It's high time that we all demand our representatives for the development of strong institutions. It is a long established fact that since the creation of Pakistan only army has proved to be a strong institution. Their strength due to their institutional structure urged them in the past to coerce the majority through dictatorships and Marshal laws. The absence of any strong political force in general and the lack of institutional discipline in particular yielded to the corrupt bureaucracy and a fragile democratic structure in Pakistan.
Consider the case of natural calamities in Pakistan. During the first decade of the 21st century the establishment of Disaster management authority was intended to rehabilitate the areas stuck with natural disasters. The lack of institutional discipline costed us nothing but the poor performance at the cost of corruption. Every two or three years flood across the country demonstrates the ineptness of NDMA. In case of any disaster the government sees no ways out except to call the army. The presence of army in such conditions is not a big deal in democratic countries, but here in Pakistan it is. People here feel that if every work has to be done by ARMY why the hell civilian institutions are here. May be it is because a huge amount of budget allocation makes them capable of conducting such rescue operation, or may be the ineptness of government officials is the reason. I opt for the second reason, because most of our rulers established new departments and institutes not for the public service but to reduce the unemployment rate. Instead of making the officials of department strong enough so that they can establish the writ of the state they are appointed to pretend a public friendly government. The hiring of people on political grounds drastically degrades their performance. Similarly the development of public works projects on political grounds needs to be halted at the earliest.
The failure in establishing institutes is evident from the fact that departments with a very tough bottleneck now have countless top notch officers enjoying just perks and privileges. How come it is possible that a gas worth 1 billion PKR is being stolen in an area without acknowledging the local staff members. The lack of any disciplinary action actually permits such events. It is indeed good that the authorities took action but why they failed to locate it earlier. Isn't it because it is a department not an institution ?
The activism of the executives of the provincial government is also a proof in this regard. The heinous crimes are neither reported nor the culprits are arrested before the CM arrives at the spot. The theft of electricity and gas is not possible without the help of ground metering departments. The same is true for those involved in land grabbing of Railway and other government properties. The collapse of proper institutional mechanism is actually sinking the state of Pakistan. Now is the high time that instead of hunting for fancy headlines and a lush looking photographs of social media pages, our politicians actually go for building stronger institutions, because institutions last people die.

Police system is as old as the history of governments in the world. During the time of war lords and monarchies the system of police was used for tax collection also. Despite being the oldest organizations of the world governments, still many countries especially underdeveloped lack a well organized and disciplined force to control the law and order situation. Pakistan also falls in that category.

Pakistan also falls in that category.
It was the British government who maintained a well organized police force for curbing the political as well as law and order situation from Peshawar to the last village of Bengal, across the subcontinent. At that time the police was a disciplined force (as far as the writ of the government is concerned) where the orders were executed without any hitch and the culprits were properly prosecuted under judicial procedures. After the subcontinent was divided into Pakistan and India, the decline of this force started. The very first point that strikes the mind is, the change in administration created this downfall. Yes it may be one of the reasons but right here my point of discussion is not about the administrative issues of Police service of Pakistan but about the inhumane and beastly nature of Police.
Consider the case of #OKARA which aghast the people of Pakistan. Where the holy relationship of a father and son was turned into a sin in an appalling act of rape by the Punjab Police. I read that news on an internet based news agency a day or two before it was published in national newspapers. It was such a heinous act that even a bacchanalian person cannot think of it. The police torture was a third degree torture that one can only expect to be in NAZI's prisoner camps, ABU GHURAIB of IRAQ or Guantanamu Bay of USA. The difference here is only this that those who were arrested by the SINFUL POLICE force of Punjab were of the same religion and were tortured without undergoing due legal procedures. Punjab POLICE has thus established a new DEEP SHIT level of inhumane and beastly torture at the cost of only departmental inquiries and a possible suspension for a few months. Such an utter shame and disgrace for the whole Nation. The hostages real father and son were forced to rape each other and were coerced to drink human urine, all in a city which is amidst Punjab. For the next day or two this incident was not reported in the media and hence no action was taken by the district police officials. This means that in the Islamic Republic of Pakistan if anyone needs justice he has to be in media headlines. Here the justice is purchased its not given.
The fragility of our institutions is evident from the fact that in all such cases CM Punjab has to take action. The mechanism of institutional discipline has collapsed and therefore is the reason of such filthy incidents. The whole police station was suspended from their service while the FIR is not filed under the clauses of forced rape, which as per me is an attempt to save the criminals. It is observed that our Police run amok while investigation. It is also a dangerous and alarming situation that the abominable behavior of our Police force is an actual reason of alienating the people from themselves. The establishment of accountability in the institutions is essential for avoiding such future incidents. It will be a gross underestimation that in future such incidents will not happen. They will happen because the justice is not seen here. Those involved in violating the sanctity of houses and females in the FSD police Gardi incident are still part of the police force. Those who are investigated through departmental inquires must be chastised and the actions taken must be presented to people through mainstream media, and of action means the end result not just reporting the CM's action.

ایک صاحب نے فون پر اطلاع دی کہ بلیو ایریا میں موجود ایک مسلح شخص نے فائرنگ کر دی ہے۔ جناح ایونیو
پردیکھا تو ایک مسلح شخص گاڑی روکے ہوائی فائرنگ کر رہاہے۔ پولیس نے چائنہ چوک
جانے والی سڑک کو بند کر رکھا تھا۔ مسلح شخص دونوں ہاتھوں میں اسلحہ اٹھائے وقفہ
وقفہ سے فائرنگ کررہا تھا۔ عینی شاہدین نے بتایا کہ اس شخص کو ٹریفک پولیس نے روکا
تو وہ دوڑ پڑا۔ آگے ناکے پر موجود اسلام
آباد پولیس نے گاڑی کو ٹکر مار کر روکا۔ لیکن اس کی ہوائی فائرنگ کے جواب
میں پولیس نے اس پر فائرنگ نہیں کی جس کی وجہ مسلح شخص کی گاڑی میں موجود اس کی فیملی
تھی۔ اس اقدام نے پولیس کے تبدیل اور ذمہ دارانہ روایہ کی عکاسی کی۔۔۔
جلد ہی بلیو ایریا میں چلتی ایکشن فلم کی اطلاع ہر طرف پھیل گئی۔ سڑک کے چاروں
اطراف لوگ اکھٹا ہوکر تماش بین بن گئے۔ مسلح شخص سکندر جب جوش میں سب مشین گن یا
کلاشنکوف سے فائر کرتا تومجمع دور بھاگ جاتا۔ اس سب کے دوران اس کی گاڑی میں
موجود دو بچے اور اسکی اہلیہ خاصے پرسکون رہے۔ گویا کہ ان کے لئے یہ معمول کی بات
ہے۔ جلد ہی یہ بات واضح ہونا شروع ہو گئی کہ سکندر کوئی نفسیاتی مریض ہے اور شاید
نشے میں ہے۔ بات شروع ہوگئی کہ اب اس شخص کو گولیاں مار کر ہلاک کر دیا جائے گا لیکن
ایسا نہیں ہوا۔
ایس ایس پی آپریشنز ڈاکٹر رضوان نے مسلح سکندر پر گولیوں کی بوچھاڑ کرنے کا
حکم دینے کے بجائے پیشہ وارانہ رویہ اپنایا اور اس سے خود مذاکرات کا عمل شروع
کیا۔ اس سے یہ واضح ہو گیا کہ پولیس سکندر کو ایک ذہنی مریض کے طور پر لے رہی ہے،
اور اسے مقابلے میں مارنے کا کوئی ارادہ نہیں۔ ڈاکٹر رضوان نے ایک ماہر نفسیات کے
طور پرسکندر سے مطالبات دریافت کیے۔ سکندر نے پولیس سے مذاکرات کے لیے اپنی بیوی
کو پیغام رساں کے طور پر استعمال کیا۔ سکندر نے ملک میں نفاز شریعت کی آواز بلند
کرنا شروع کر دی۔
اس دوران میڈیا نے ہرطرف سے کیمرے لگا کر اس فلم کوبراہ راست نشرکرنا شروع کر
دیا۔ جس جگہ سے اچھی عکس بندی ہو سکے کیمرا لگا کر میڈیا کا کام شروع ہو جاتا۔ اس
دوران دو ٹی وی کمیرہ مینوں میں جھڑپ ہو گئی، ڈنڈے اٹھا لیے گئے لیکن جب سکندر نے
گولی چلائی تو سب لڑائی چھوڑ کر کام پر لوٹ گۓ ۔
اس دوران میڈیا کو ہٹانے کی کوشش کی گئی
تو وہ بپھر پڑا کہ پولیس کو کیا اختیار ہمارے کام میں مداخلت کا یہ اختیار تو
صرف ہمارا ہے کہ پولیس کے کام میں ٹانگ اڑائیں۔ میاں بیوی کا جوڑا کچھ ہی دیر میں میڈیا
کے ہیرو تھے خوشی خوشی دونوں میڈیا کے اینکرز کو لمبے لمبے بیپر دے رہے تھے۔ میڈیا
پر براہ راست کوریج دیکھ کر تماشبینوں کے ہجموم میں اور بھی اضافہ ہو گیا۔
لیکن ایسے میں زمرد خان مولا جٹ کے
روپ میں بچوں کو بچانے میدان میں آ گئے۔ سکندر کو بہلا کر انھوں نے اپنے قریب کیا۔
اور یک دم اس پر چھپٹ پڑے لیکن اسے دبوچنے میں ناکام ہو گئے۔ اور پھسل گئے ، اس
چھینا جھپٹی میں گولی چلی اور زمرد خان بھاگتے ہوئے سکندر کی بیوی بچوں کی ڈھال میں
چلے گئے۔
پولیس کے لیے زمرد خان کی کاروائی بالکل اچانک تھی، لیکن انھوں نے فوری رد عمل
دکھایا، اور وہی ہوا جس کا ڈر تھا۔ سکندر کو اس کے بچوں کے سامنے گولی لگی۔ سیکورٹی
فورسز کی بروقت کاروائی سے گولی سکندر کے پیر اورسینے میں لگی، لیکن بات عیاں تھی
کہ گولی سے اس کی جان محفوظ رہی۔ میڈیا نے فوری زمرد خان کو ہیرو بنا دیا لیکن
اگر ان کی اس بے ساختہ حرکت سے کوئی جان چلی جاتی تو کیا ہوتا؟ کیا ذمرد خان نے
قانون کو پنجابی فلموں کے ہیروں کی طرح ہاتھ میں نہیں لیا تھا؟ کیا وہ باکل اناڑی
کی طرح سکندر پر نہیں جھپٹے تھے؟۔یہ وہ سب تلخ حقائق ہیں جو ظاہر کرتے ہیں کہ زمرد
خان نے کسی بہادری کا مظاہرہ نہیں کیا-
پولیس کی جانب سے پیشہ وارانہ رویہ لائق تحسین ہے، ورنہ ماضی میں پاکستانی
پولیس کی جانب سے ایسے واقعات پولیس مقابلے پر ہی اختتام پزیر ہوتے ہیں۔ لیکن افسوس
ہے ان عقلوں پر جنھوں نے پولیس کے نفسیاتی
مریض سے نمٹنے کے طریقے کو ڈرپوکی کا طعنہ دیا۔ میری تمنا ہے کہ مستقبل میں ہماری
پولیس نفسیاتی مریضوں کو ایسے ہی ہینڈل کرے لیکن مولا جٹ سٹائل ڈراپ سین نہ
ہونے دے۔۔۔۔۔
