Creating the Mirage | PTIs Education emergency in KPK

Creating the Mirage | PTIs Education emergency in KPK

After the GE'2013 KPK was the first province to summon the meeting of provincial assembly. Within a month Parvaiz Khattak (First PPPP then PTI) took oath as the CM. In the first budget of newly born KPK government, the finance minister imposed Education emergency (don't be surprised in Naya KPK Minister of Irrigation can impose emergency in hospitals too) in the province. The aim of that emergency was primarily to strengthen the fragile system of education in KPK. Literally speaking, this was a bold step and a euphony in today's knowledge based economy. Despite having all the feel good factor from a party whose election slogan revolved around health, education and justice, the performance speaks volume in contrary. In its first budget, the newly elected PK government intentionally lied to the people about the unprecedented hike in education budget. The finance minister of KPK Mr. Siraj ul Haq proudly announced to impose EDUCATION EMERGENCY, the literal meaning of what is to do relentless pursuit for excellence in education. However, with the jugglery of words only 1 billion PKR was incremented in the overall developmental budget. No new scheme was announced to reflect the ready made plans Imran Khan had in his mind to bring change in Pakistan. The news report published in the News states that PTI spread false propaganda about the drastic increase in educational budget.

Although its a known fact that for any goal to achieve, proper planning is required. targets are set, that are then achieved with adequate project engagement. Surprisingly, the talkative Khan failed to set them before imposing the education emergency in KPK. It was not in my wildest guess that the "brilliant" minds of PTI , like Asad Umar, Jahangir Tareen and Imran Khan will offer the people of KPK such earthy policy framework. They forget to tell us the intended goals of this emergency. The result is obvious, after a year long education emergency PTI failed to announce the targets achieved, rather they are more into spreading another gimmickry of new plans of building schools. Mr. Imran Khan the year is over and the next year will bring yet another scheme because you are so vague in your thoughts that you start ranting about the alleged rigging even if you are invited in a primary school on a special occasion. It will be our pleasure if you can elucidate us about the following points so that other provinces can espouse it too in their provinces.

  1. There were 37988 schools (Government, Private and religious) in 2012. How many new schools have been built in KPK ?
  2. During the government of ANP the literacy rate was increased from 50-53 % (Male 69 to 72% and females 31-35%). What was the target  for literacy in the education emergency and how much is achieved ?
  3. What is the progressive literacy rate during 2013-14. Please remember it was 5% during the ANP government.
  4. Out of 4219 government schools running in rented houses and tents how many schools have been shifted to proper government owned buildings ?
  5. What happened to 2677 madrassa schools ? How successful is the education emergency in converting them to regular schools ?
  6. More than 10 000 schools in KPK don't have electricity, over 4 000 don't have toilets, nearly 7500 lacks water supply and 5482 schools are without boundary walls. Mr, Imran Khan its easier said than done. Please tell us what has been achieved in this regard with education emergency imposed in KPK.
  7. What is the effect of Education Emergency on the enrollment of children?
  8. How far KPK government has succeed in ensuring the presence of teachers in schools ?
  9. How many new colleges are constituted?
  10. What about the science labs in higher secondary schools.
  11. What special has been brought in updating the IT labs of colleges , other than the copy cut paste idea of Laptop distribution ?
  12. How much decrease in the last year drop out rate of 25 %.
  13. How much improvement in teacher to student ratio after education emergency.(1:33 during ANP govt.)

KPK govt banned this book | Education Emergency
I know that most of the readers will ignore this as an attempt to degrade the enthusiasm of country's revolutionary kittens, but the fact can't be ignored. I was told that Imran Khan has power to do something but he seems very impotent in delivering to educational sector of KPK. The provincial Minister of Education Muhammad Atif (A tax evader) thinks that people cannot understand the do's and don'ts of planning. PTI lead government has no system of monitoring the targets. Imran Khan make equivocal claims on every other show, what in other words is haphazard play i.e. talkative on media and scrap on grounds. Offering lollipops of self recognition through foreign funded institutes like NAMAL. NAML is outclass because IK built it , but the fate of 3.7 million school going childern is still fragile , isn't IK the one heading day to day meetings as if he is a pseudo CM of KPK. Will the fate of over 2500 schools with only one teacher will remain the same unless named after Shokat Khanum or Imran Khan ? Should we consider it a foundering experience ?

Mr. Khan this nation will not allow you to hide behind the curtain of rigging. We need performance, with dedication and commitment. Enough of the sordid language and equivocating allegations about your opponents. The first year of the KPK government is over, it is almost 4 times the 90 days change. Please come out of the embryonic theories that you see in your day dreams. Try to deliver in KPK if not all, at least to the school going children, after all whats the use of metro train in Peshawar if the next generation is left illiterate....

Transition of Command Stick | Few words about the new CoAS

Transition of Command Stick

Written by Hadeed Sher

It was the time when i was in my undergraduate studies, i fell in love with books. Books about those who have sacrificed their lives for Pakistan and those who have changed the history of Pakistan. Surprisingly i found most of the books by the military rulers and leaders of Pakistan, most of which were self praising. However one of my friend recommended me books by Lt. Col. (r) Ishfaq Hussain, the GENTLEMEN series and then the most inspiring book i have ever read in my life "Fateh Saboona".  This book was about the life of Maj. Shabbir Sharif Shaheed (NH, SJ). I read that book several times.

For the past few days the news about the appointment of new army chief were in the air. Several names were in the air and the anlysis was based on the seniority lists and their track record, however, being a keen observer of politics of PMLN i was somehow reluctant to agree with the results. My calculations were icnlined that Mian Nawaz Sharif will not appoint the senior most general. Firstly, it is not at all a constitutional criteria and secondly it is at his dicreation to whom he will appoint the new army chief. I was thinking of Gen Raheel Sharif as the new CoAS because his entire family has been in army since partition but never had any political ambitions. In a country where military has ruled and over thrown the democratic governments time and again, this is a great consideration.
My tweet one day prior to the appointment of our new CoAS was based entirely on this single point. Then i tried to find some information about Gen Raheel Sharif on internet but was not able to find what i was looking for. Ultimately i got some information about the new CoAS from the book "Fateh Saboona".

Embedded image permalinkGeneral Raheel Sharif was born in a military family. His father Major (r) Sharif was a humble person. He was the youngest of his family with two elder sisters named Khalida and Najmi. He has two elder brothers named Sec Lt. Mumtaz Sharif (Sitara Bisalat ) and Major Shabbir Sharif (NH, SJ, Sword of Honor). His elder sister Khalida was also married to an army officer Major (r) Sadat Ali who was the adjutant of 6FF during the fight at Saboona. Gen Raheel's life, as understood by the content of the books, is deeply molded by his elder sister Khalida and his brother Major Shabir Sharif. One lesson that was taught to the siblings as well as Gen Raheel in his early life was in Persian "کسب کمال کن کہ عزیز من اشوی ".  To do a work that the world loves you. After the shahadat of Shabir Sharif in Saboona in December 1971, the 6FF was called as Shabbir's regiment. Gen Raheel after passing out the Military training at Kakul, joined the regiment of his brother. Gen. Raheel Sharif has the honor of being the chief of staff of two corps i.e 30 and 12 corps in Gujranwala and Quetta respectively.

The most important thing about the appointment of Gen Raheel Sharif as CoAS is the strengthening of the fragile democratic process in Pakistan. The Prime Minister Nawaz Sharif as he always do did not disclosed the name of the new CoAS to anyone. He however, listened to his close aides and thoroughly read about the reports sent by the Defense Ministry. The PM having the discretionary powers to appoint the new CoAS used it effectively to appoint Gen Raheel Sharif (Third in seniority list) as the new CoAS. The transition of command stick from Gen Ashfaq Pervaiz Kiani to Gen Raheel Sharif is a beginning of a new era and will certainly improve the civil military relationships as well as to esteem the respect of democracy in Pakistan.

My Advice To Imran Khan PTI

My Advice To Imran Khan PTI

Written by : Dr. Faisal Ranjha

Let me be very candid and fair, Imran Khan PTI contempt notice was un-called for, completely unexpected and unwarranted, in fact it shocked many. Yes Imran Khan is very vocal against rigging in GE2013, the role of ECP and Courts. But to be fair to courts, ECP is an independent institution after 18 amendment, very powerful one as well, the Imran criticizing Supreme Court just doesn't sound right and just as well. His criticism of ECP may have reasons, justifications that are understandable but what the Supreme Court had to do with it is not understandable. Now let us not indulge into who is right and who is not, let's just focus on why i do feel Imran Should tender an unconditional apology to the court and make himself a True Democratic leader, true voice of his followers. As "Abraham Lincoln" once said... "In Great Contests Each Party Claims To Act In Accordance With The Will Of The God, Both May Be, and one must be wrong".

Now let me explain why Imran Khan needs to tender an unconditional apology that would lead to a rise in his stature.

1) Imran Khan by tendering an apology can immediately take a psychological edge over its main rival PMLN, as their history regarding contempt notices is not very beaming and not worthy. As we all remember PMLN stormed the Justice Sajjad Ali Shah courts after their leader Nawaz Sharif ( Then PM ) was served with contempt notice, yes Sajjad Ali Shah was very controversial, was working at the behest of the then President Farooq Ahmad Leghari to throw out a Democratically Elected Government but history remembered the images of PMLN workers and Leaders storming in the Supreme Court building. PMLN leaders still taunted by their rivals of that unwanted decision made in haste, literally a black spot on the glaring political struggle of Mian Nawaz Sharif.

2) Imran Khan's stance doesn't sound convincing when he talks that the Supreme Court must intervene, take a sou moto if I am getting it right regarding his claims of rigging. Imran Khan must realize that after 18 amendments ECP is a very powerful institution they showed their muscle during the GE, when many decisions made by care takers were reversed by them, so it would have made two institutions SC and ECP at loggerheads with each other because Fakhr ud Din G Ibrahim always maintained that GE 2013 were one of the fairest in the history of Pakistan, his claims got an endorsement from Local and International observers as well. Secondly Imran Khan not even once Questioned ECP before the GE 2013, their placing of officers ( RO ) in different constituencies, similarly neither presiding officers were questioned till the results started coming on 11 May, even then Asad Umar appeared on the National Television , congratulated PMLN's victory. Finally Imran Khan himself confessed publicly and apologizing publicly regarding awarding of tickets in GE and Intra-Party polls.

3) Imran Khan seemingly endorsing PPP point of view regarding rigging in GE and Superior courts favouring the one party, the same PPP which got thrashing of a life time during the Polls, remiained at loggers head with SC regarding their Hundreds of billions rupees of loot and plunder, the same PPP which got reduced to from a Federal party to a Provincial party due to their poor governance, their Two former Prime Ministers facing jail in coming days, hundreds of billions of corruption cases pending in Supreme court, Nab and FIA, their President fearing of opening of Swiss cases once Presidential immunity is stripped off, their leaders openly mailgning the superior courts due to their hidden agenda. Imran Khan toeing their policies is simply mind boggling and wouldn't send the right signals to his voters and supporters.

4) Imran Khan PTI gets second highest votes in General Elections close to 7.5 million, becoming the second largest party in Pakistan, wiping PPP off from Punjab and KPK, forming a Government in KPK, winning a sizeable number of NA seats, getting their opposition leader placed in Punjab, Imran Khan gets huge applause in the Print and Electronic Media, dominating the Social Media. There is no doubt in my mind Imran Khan PTI is a government in waiting unless PMLN performs exceptionally and PTI performs badly in KPK because Imran Khan got a golden opportunity to make institutions and his agenda implemented in KPK, he must remember his performance now must be compared with other Provinces, glaring mistakes like D I Khan jail break will come to haunt him in coming Polls in 2018. With his performance he can give PMLN run for their money in coming GE or his party PTI may face the same fate as PPP.

5) Imran Khan's recent decision of contesting Presidential Polls despite being pursued by many to boycott the Polls won his laurels and high moral ground in Democratic circles, elevated him to the status of the main Opposition Party because PPP committed a blunder boycotting the Polls handing over the initiative to Imran Khan PTI which he grabbed with both hands. Imran Khan PTI can achieve towering and prominent stature by appearing in court, humbly submit his unconditional apology and take a much honorable route of constitutional and legal struggle against his claims of rigging in GE 2013. He should knock every door, take a difficult but logical course of his political struggle, believe me Imran Khan immediately will lift his stature as a leader, he will immediately get that moral superiority to his rivals because there are already many conspiracy theories and stories circulating in the market that this clash might derail Democracy once again, this will only result Imran Khan is being the net loser, PPP and PMLN winner, will revive PPP's dying politics.

Hope common sense will prevail at both ends, Imran Khan learn from history and courts as well learn from their past which unfortunately is not the one to talk about. Let me end this read with "Abraham Lincoln" Quote  "I Do Not Think Much Of A Man Who Is Not Wiser Today Than He Was Yesterday".

Continuity of democracy starts bearing fruit

So a ‘first timer’ successful transfer of people’s mandate to a fresher mandate has taken place. A handshake between an outgoing legitimately elected civil government with another elected government is no less important than the creation of the country itself. Finally we have proven and shown to the world and especially ourselves that we are no kind of savages, as many out there want to prove us as such, many within as well.

Who to give credit for this biggest milestone, let me say bigger even than achieving the nuclear status milestone, I think goes to Mian Nawaz Sharif. Media, Judiciary, Establishment et al, are still busy congratulating themselves, but none left no stone unturned for the demise of the last elected government prematurely. Especially media considered it only legitimate to topple a government as long as their freedom to air fiery talk shows is assured, which runs this Biilions Rupees industry.

May be Mian Nawaz Sharif helped complete the last tenure in an anticipation of his own tenure attaining completion (would be another ‘first timer’ if happened), but his selfish approach, if it really was, proved to be better omen for the nation. Democracy got strengthened.  Democracy itself is not a system of government per se (many consider it to be one, owing to lack of education about it), it only provides a nation to develop one, which works best for itself. It gives people not only power to govern themselves, but awards them the right and opportunity to pursue happiness.

Now what we see with the continuity of democracy is an increase in the belief in state(balochistan and kpk, for instance), the confidence that we can oust a bad performing regime, the trust that our vote, our voice bears power, which can shake the tall walls of power centers but can send ripples abroad. That effectiveness of people power cannot be surpassed by a media, which eternally wants to remain in the mood and mode of ‘king-makers’ and ‘kingship-breakers’. The myth has broken. And its noise has reached out to the Eskimos of arctic and aborigines of western Australia (of course metaphorically).

Irrespective who won the elections, more important is masses are first time breathing the fresh air out of the smoke of confusion, created by powers of doom, about the choice between ballot and boots.

The clarity of perception, no matter how subtle, is a big breakthrough in favour of democracy. Welcome the awareness of individual’s right as a next step. The discourse in who is right and who is wrong is changing into ‘who can deliver’. The slumber-loving bureaucracy has started feeling heat of public pressure, as the shade of their long created smoke-screen is giving way. Reminds me of my innocent question to my (ex-) French boss almost a decade ago, how come French bureaucracy is so efficient and each step government takes clearly seems towards welfare of general public? She first seemed startled and then bearing with my non-democratic nationality credentials, patiently replied (as if admonishing) that ‘they know they would have to face public pressure’. Sure by public pressure she did not mean burning tires, ransacking public buildings, smoldering government offices or even staging sit-ins with donuts and coffee in hands and blocking roads, but may be a fear of all this. As a small traffic hazard in the developed democracies puts the whole metropolitan police in a state of an emergency.

Now the media and judiciary cannot be totally discounted from the credit of creating the sense and hope that justice (sorry but I refuse to budge from my POV that the terms ‘hope’ and ‘justice’ can be trademarked by any person or party, these terms were free and should remain so, so that their meanings and purpose of creation don’t die with the demise of any person or party) can be achieved. Another myth busted. So the mafias and powers who wanted to keep generations after generations in agony and ordeal by creating myths, must be in pain, deep pain. The prone ones must be taking my cue to armed forces, but not exactly, though there could be and most likely would be such elements there, but I mean to point towards all who survive on the carcass of democratic set-up, yes all scavengers and parasites,  all these combine to make a single ‘anti-democracy’ interest group with varying individual/group interests.

The public out-cry against corruption has shown that a real democracy is not a good thriving place for it. Understandably masses may not yet be able relate rooting out of corruption with the tools democracy provides, but they have successfully used some of these tools. And for it no party can be credited, no matter how loud they spoke against it, especially the ones which are in childish race of collecting credits. Political parties only spoke about because people took the lead and raised questions, showed anger wherever possible. Raising questions, showing anger and still remain civil is what continuity of democracy instills in a populace. Democracy continues, hope continues.

It’s about time that government, media, intelligentsia, various types of influencers, intellectuals create and join a platform which can work to spread the awareness and education about the benefits of democracy but also how it can help and has so far helped them. Though masses have played a role which can only be termed as sensible by opting for democracy despite a lot of efforts to distract from it, but political parties must realize that wolves out there still want to prey onto it. How they weaken them to the point of giving them a death knell and how they make sure to successfully relate performance with democracy is a billion rupee question. It’s no more a challenge, no more an option, but it’s a MUST.

If politicians, in the presence of all cheap tactics and conspiracies can be successful in democracy’s continuity, they can also use it to make ‘the Pakistani dream’ come true.
