Creating the Mirage | PTIs Education emergency in KPK

After the GE'2013 KPK was the first province to summon the meeting of provincial assembly. Within a month Parvaiz Khattak (First PPPP then PTI) took oath as the CM. In the first budget of newly born KPK government, the finance minister imposed Education emergency (don't be surprised in Naya KPK Minister of Irrigation can impose emergency in hospitals too) in the province. The aim of that emergency was primarily to strengthen the fragile system of education in KPK. Literally speaking, this was a bold step and a euphony in today's knowledge based economy. Despite having all the feel good factor from a party whose election slogan revolved around health, education and justice, the performance speaks volume in contrary. In its first budget, the newly elected PK government intentionally lied to the people about the unprecedented hike in education budget. The finance minister of KPK Mr. Siraj ul Haq proudly announced to impose EDUCATION EMERGENCY, the literal meaning of what is to do relentless pursuit for excellence in education. However, with the jugglery of words only 1 billion PKR was incremented in the overall developmental budget. No new scheme was announced to reflect the ready made plans Imran Khan had in his mind to bring change in Pakistan. The news report published in the News states that PTI spread false propaganda about the drastic increase in educational budget. 



Although its a known fact that for any goal to achieve, proper planning is required. targets are set, that are then achieved with adequate project engagement. Surprisingly, the talkative Khan failed to set them before imposing the education emergency in KPK. It was not in my wildest guess that the "brilliant" minds of PTI , like Asad Umar, Jahangir Tareen and Imran Khan will offer the people of KPK such earthy policy framework. They forget to tell us the intended goals of this emergency. The result is obvious, after a year long education emergency PTI failed to announce the targets achieved, rather they are more into spreading another gimmickry of new plans of building schools. Mr. Imran Khan the year is over and the next year will bring yet another scheme because you are so vague in your thoughts that you start ranting about the alleged rigging even if you are invited in a primary school on a special occasion. It will be our pleasure if you can elucidate us about the following points so that other provinces can espouse it too in their provinces.


  1. There were 37988 schools (Government, Private and religious) in 2012. How many new schools have been built in KPK ?
  2. During the government of ANP the literacy rate was increased from 50-53 % (Male 69 to 72% and females 31-35%). What was the target  for literacy in the education emergency and how much is achieved ?
  3. What is the progressive literacy rate during 2013-14. Please remember it was 5% during the ANP government.
  4. Out of 4219 government schools running in rented houses and tents how many schools have been shifted to proper government owned buildings ?
  5. What happened to 2677 madrassa schools ? How successful is the education emergency in converting them to regular schools ?
  6. More than 10 000 schools in KPK don't have electricity, over 4 000 don't have toilets, nearly 7500 lacks water supply and 5482 schools are without boundary walls. Mr, Imran Khan its easier said than done. Please tell us what has been achieved in this regard with education emergency imposed in KPK.
  7. What is the effect of Education Emergency on the enrollment of children?
  8. How far KPK government has succeed in ensuring the presence of teachers in schools ?
  9. How many new colleges are constituted? 
  10. What about the science labs in higher secondary schools. 
  11. What special has been brought in updating the IT labs of colleges , other than the copy cut paste idea of Laptop distribution ?
  12. How much decrease in the last year drop out rate of 25 %.
  13. How much improvement in teacher to student ratio after education emergency.(1:33 during ANP govt.)

KPK govt banned this book | Education Emergency
I know that most of the readers will ignore this as an attempt to degrade the enthusiasm of country's revolutionary kittens, but the fact can't be ignored. I was told that Imran Khan has power to do something but he seems very impotent in delivering to educational sector of KPK. The provincial Minister of Education Muhammad Atif (A tax evader) thinks that people cannot understand the do's and don'ts of planning. PTI lead government has no system of monitoring the targets. Imran Khan make equivocal claims on every other show, what in other words is haphazard play i.e. talkative on media and scrap on grounds. Offering lollipops of self recognition through foreign funded institutes like NAMAL. NAML is outclass because IK built it , but the fate of 3.7 million school going childern is still fragile , isn't IK the one heading day to day meetings as if he is a pseudo CM of KPK. Will the fate of over 2500 schools with only one teacher will remain the same unless named after Shokat Khanum or Imran Khan ? Should we consider it a foundering experience ?

Mr. Khan this nation will not allow you to hide behind the curtain of rigging. We need performance, with dedication and commitment. Enough of the sordid language and equivocating allegations about your opponents. The first year of the KPK government is over, it is almost 4 times the 90 days change. Please come out of the embryonic theories that you see in your day dreams. Try to deliver in KPK if not all, at least to the school going children, after all whats the use of metro train in Peshawar if the next generation is left illiterate....
