A single flower makes no Spring | Federal Cabinet 2013

Written by Engr. Hadeed Ahmed Sher

This blog is mainly about the performance of cabinet members of the present federal government of Pakistan.  My intention is just to highlight the gray areas that are actually creating problems for common people. In a third world country like Pakistan it is the responsibility of an ordinary man to pay taxes, unjust utility bills and most important of all be a part of the democratic system by casting their votes. In countries like Pakistan rags to rich stories are often found but cannot be at par with the success stories of once rags now billionaire like Steve jobs and Bill gates. Ordinary men are in fact the real Pakistan and all the governments must work for their betterment.

Consider the statement of the newly appointed State Minister for water and power Mr. Abid Sher Ali, that those officials who are corrupt will be transferred to Baluchistan. During the British era the foreign invaders use to punish the local bureaucracy by sending them to hostile areas. It was expected by my grandfather and many among the millions of those who migrated through the blood line of the border, that this inhumane practice will not be continued in the independent state of Pakistan and that now the rulers belong to our own race and will not show such inhumane instinct. But alas, he was too optimistic. After more than 60 years of independence our largest province is burning with fire and instead of some remedial measures the newly appointed state minister for Water and Power threatened the staff to work hard, else they will be transferred to Balauchitsn.  The question is that if you need to get rid of a corrupt officials then there are rules and regulations in all the departments of the government. Do you think that passing such lame statements will benefit PMLN ??

Secondly, a person who claims to be an expert on economics is imposing taxes on the poor people rather than broadening the tax base. The prices of gasoline as well as electricity have been increased many times since the budget is approved. I wonder why on this earth Pakistani people are always told that country is in critical condition and we need to have tough decisions. I wish if the same is announced by PM Mian Nawaz Sharif in his party meetings. I wish if he can tell them that country is in critical condition and we cannot afford to have more than a dozen ministers in the federal cabinet. I am not cynical about the ambitions of present government but that they are elected I have a right to ask WHY FEDERAL CABINET IS CLOSE TO 30 NOW ?. Why the TOUGH DECISIONS not on the side of cabinet. I mean if the world super power can have a cabinet of 10-12 members, world largest country with 7 or 8 members why not in Pakistan ?. Why can't the PM tells the JUIF, PMLF, PKMAP and most importantly his very own PMLN to withhold their desire of being minister for a couple of years after all از تو حرکت، از خدا برکت.

Thirdly, the most important portfolio in the wake of the energy crisis is Water and Power and honestly WAPDA is a kind of department where Nobody sees any miracle from this shrine. Khawaja Asif the minister in charge of Water and Power is an honest person and is known for his stiff stance against corruption cases in the previous regime. My stance however is that such portfolios cannot be granted to people just because they were involved in a legal issue related to that department. Consider for an instance he is told that our transmission system is collapsing and is degraded so we need thousand of million rupees to revamp this. This foolish advice or story swept passed all the circles and the PM told this nation that our transmission system is so degraded that even if we try to fulfill the supply and demand of electricity the system collapse. Did he bother to ask the WAPDA officials then how come WAPDA managed to supply electricity un-interrupted for days like EID, Shabraat,. Even PPP managed to meet the peak demand on EID and Milad un Nabi (S.A.W). So the point is how is it possible that a country with 20,000MW + installed capacity has a transmission system which cannot meet the peak load. Isn't it the same transmission system that fulfilled the peak demand of electricity from Karachi to Baltistan ?. Some people can say that the transformers are outdated and we need to replace them, even then, first of all its the distribution system that what they refer to, not the transmission system. Secondly, the WAPDA annual budget has developmental as well as non developmental expenditures. In the developmental expenditures they have a huge allocation for replacing the faulty transformers and faulty distribution lines. Instead of grilling them and hold them accountable for the huge budget allocations our ministers are singing in courus with them that the transmission system is undercapacity.  Khawaja Asif is an honest person he may get all the procurement according to the government rules and regulations, but he can not technically grill those who are forwarding such stupid and pathetic reasons of load shedding. After all who sees any miracle from this shrine.

"از یک گل بهار نمیشه " A single flower makes no Spring. Khawaja Saad Rafiq is the one whose performance is commendable. His tireless work for rehabilitation of Pakistan Railway is even appreciated by his critics. When I heard that PR will be handed over to Kh. Saad Rafiq, frankly speaking i was discombobulated. I have closely observed his political struggle and always admired his work for PMLN and Pakistan. For me it was  a daunting task for him to handle railways but the way he has shown his skills is outstanding. After all there is a difference between a political worker and someone elected on reserved seats and later gifted the federal ministry. The railway that was earning 1 million per day has seen a mighty jump to 14 million per day. Indeed a matchless performance and the only shining star in the so far government of #PMLN. Here is what I think, to have a popular government on grounds Saad Rafiq alone is not enough. The same could have been done for the sinking Pakistan Steel Mill and Pakistan International Airlines. But so far government simply has shown no interest in rehabilitating these backbones of the Pakistani economy. How long Saad Rafiq's performance be used as a performance indices of the present government.  Why minister of IT failed to resolve the issue of YOUTUBE in Pakistan. If there is a problem on google side what alternatives they have? She should clearly tell this nation about it. Why the minister of Petroleum and Minerals have not formulated policies for exploring new resources of energy. I mean if Saad can do such work in 3 months why not others. The PM is a seasoned politician and is elected based on the performance of PMLN Punjab govt. As he said in the first cabinet meeting that he means business, he should force them to formulate at least workable policies if not performance. He should consider that a single flower makes no spring.

  1. Good read, for sure single flower makes no Spring hopefully there will be more flowers blossoming soon.
Couldn't agree more on incompetence and wrong choice of Anushay Rehman.
Abid Sher Ali should also be questioned on his statement by the party.
