Stronger Institutions for a Better Pakistan

General elections are over and now the political system has entered in a steady state condition. It's high time that we all demand our representatives for the development of strong institutions. It is a long established fact that since the creation of Pakistan only army has proved to be a strong institution. Their strength due to their institutional structure urged them in the past to coerce the majority through dictatorships and Marshal laws. The absence of any strong political force in general and the lack of institutional discipline in particular yielded to the corrupt bureaucracy and a fragile democratic structure in Pakistan.
Consider the case of natural calamities in Pakistan. During the first decade of the 21st century the establishment of Disaster management authority was intended to rehabilitate the areas stuck with natural disasters. The lack of institutional discipline costed us nothing but the poor performance at the cost of corruption. Every two or three years flood across the country demonstrates the ineptness of NDMA. In case of any disaster the government sees no ways out except to call the army. The presence of army in such conditions is not a big deal in democratic countries, but here in Pakistan it is. People here feel that if every work has to be done by ARMY why the hell civilian institutions are here. May be it is because a huge amount of budget allocation makes them capable of conducting such rescue operation, or may be the ineptness of government officials is the reason. I opt for the second reason, because most of our rulers established new departments and institutes not for the public service but to reduce the unemployment rate. Instead of making the officials of department strong enough so that they can establish the writ of the state they are appointed to pretend a public friendly government. The hiring of people on political grounds drastically degrades their performance. Similarly the development of public works projects on political grounds needs to be halted at the earliest.
The failure in establishing institutes is evident from the fact that departments with a very tough bottleneck now have countless top notch officers enjoying just perks and privileges. How come it is possible that a gas worth 1 billion PKR is being stolen in an area without acknowledging the local staff members. The lack of any disciplinary action actually permits such events. It is indeed good that the authorities took action but why they failed to locate it earlier. Isn't it because it is a department not an institution ?
The activism of the executives of the provincial government is also a proof in this regard. The heinous crimes are neither reported nor the culprits are arrested before the CM arrives at the spot. The theft of electricity and gas is not possible without the help of ground metering departments. The same is true for those involved in land grabbing of Railway and other government properties. The collapse of proper institutional mechanism is actually sinking the state of Pakistan. Now is the high time that instead of hunting for fancy headlines and a lush looking photographs of social media pages, our politicians actually go for building stronger institutions, because institutions last people die.

Imran Khan PTI flanked by his party stalwarts presented a White Paper on rigging in GE 2013, the Elections which were endorsed by many International and Local Independent observers, with complaints of rigging at select Polling Booth's ( Few Hundreds ). Lets appreciate the effort of PTI that they want this electoral process transparent and free of Executive Power, Imran Khan was very candid, he categorically accepted the results of GE 2013 but at the same time showed apprehensions at the reports of alleged rigging, he clearly stated that they want this system to move on but at the same time demanding his grievances regarding alleged rigging must be addressed.
Imran raised few Questions in his Press Conference, while unveiling his White Paper. 1) While all the Tsunami Wave was riding with PTI, how on earth PMLN got so many votes in the GE. The answer to this Question is very simple, PMLN got close to 7 million votes in GE 2007-08, while Q League ( Muslim League Vote ) got millions of vote as well ( infect more than PMLN ), which as soon as Dictator Mushraf Umbrella was removed, automatically switched to PML plus Shehbaz Sharif played pivotal role in organizing PMLN at grass root level, taking all the influential of the area and PMLQ members on his side, creating a huge Bradari vote bank. Secondly Shehbaz Sharif hard work in Punjab created a new vote bank "Youth Factor" which also tilted to some extent to PMLN. Still I do feel the beneficiary of GE 2013 was "Imran Khan and PTI", taking 7.5 million votes starting from a zero while PMLN taking the Muslim League vote of 14.5 million. 2) Imran Khan PTI raised the second Question, Jehangir Tareen was winning by 30k votes in the night, while the next day he was declared loser. Again the answer is very simple, PMLN candidate Omer Ayub in fact was declared winner by TV Channels (40k), but after two days when the final tally was compiled he lost the seat. Similarly another PMLN candidate from Rahim Yar Khan met the same fate. May be TV channels was rushing the results as well in a rat race of ratings while still 40-50% results from Polling Stations were awaited. 3) Imran Khan third Question was that he trusted the Election Commission of Pakistan that they be able to hold free and fair GE so he got relaxed. Again we all know Imran Khan declared many a times in his Public and Media appearances before GE that he prepared army of "Tabdeli Razakar" of hundred of thousands, will make sure there is no rigging on Polling day. Now Question arises whether there was an army of Hundred Of Thousands of Tabdeli Razakars or they never appeared on Election day ??. 4) Imran Fourth question is that Caretaker setups were preplanned and all the Election Staff was placed according to will and desire of Executives of Federal and Provinces. Now again the Question arises, if we stick and admit to this theory, then what about KPK, why Imran Khan was able to win big there ??. Secondly the "ROs", a Session Judge ( Meaning Head Of Judiciary in a District ), given by respected Chief Justices of Provinces, tasked by the Election Commission of Pakistan in different districts, what Executive had to do with this??. 5) Another point raised by Imran Khan that Mian Nawaz Sharif declared himself victorious at 10.30 PM, claiming a clear mandate while the counting was not over. All the major parties run Election Cells in their offices, collecting minute by minute details from different constituencies, compiling details of their winning and losing candidates. I give you an example of Gujranwala, where PMLN clean swept the GE, we knew the results of all the seats by 8 o'clock, except Pervaiz Ellahi Gujrat seat where there was a tight contest, if we were able to get results I am sure Nawaz Sharif would have been getting the feedback and results as well ??. 6) Finally Imran Claims of Media being biased and giving more coverage to other parties doesn't sound right as well because we all witnessed a barrage of Ads by all parties, Media remained impartial during GE 2013, few showing tilt to different parties that is acceptable and happens round the World.
Now let us discuss the by Elections happening today, why the stakes are so high, why everyone so desperate to win them. These are the largest ever By Elections held in the history of Pakistan, 41 seats NA ( National Assembly ) and PA ( Provincial Assembly ), across Pakistan covering almost all the major cities of Pakistan, Peshawar, Islamabad, Lahore, Karachi, Sargodha, Mianwali, Baluchistan Cities etc.
Imran Khan PTI has put some serious effort in these by Elections, holding rallies across the country, he is on a campaign trail. Many analysts are calling these By Elections a litmus test for many including PTI and PMLN, which gained popular vote bank in GE 2013. Imran Khan PTI, I guess wants to prove a point that his Tsunami Mantra still exists and his claims of alleged rigging are not just mere allegations, he remained politically alienated after the unfortunate accident leading to his back Injury. PMLN on the other hand, bringing in the Young Hamza Shebaz to run their by Election campaign as Shebaz Sharif seems very busy in floods, which devastated Punjab and KPK, displacing hundred of thousands, killing close to 150 people, destroying crops, animals reminding us the devastation of 2010-11 Floods.
Imran Khan PTI is perhaps missing the trick once again, pitching himself against Hamza Shebaz, raising the tempo to such an extent may prove a very grave mistake. Even if PTI wins few seats and PMLN loses few, they can always come up with the excuse that neither of their Big Guns participated in By Election campaign, while if PTI fails to secure their seats after this hectic effort of Imran, it will be a big blow to PTI, while PMLN will take credit of winning the by Elections without their leadership running the campaign, Secondly it will be a blow to Imran claims of rigging in GE 2013.
The odds of PTI claiming victory are very thin, historically by Elections are won by parties ruling in the provinces or Party ruling the center. PPP and PMLQ lost the majority of their seats to PMLN in "PUNJAB" by Elections held after fake degree saga post 2007-08 GE. While PPP and allies were able to retain all the seats in their ruling Provinces. Secondly turn during By Elections remain very thin, again favoring the ruling parties in the Provinces. PMLN running its campaign very smartly once again, Hamza Shebaz taking all the credit of reduced Load Shedding in different parts of the country, country wide strike down on Gas and Electricity theft carried out by PMLN led Federal Government. While Imran on the other hand focusing on corruption, corrupt practices of Parliamentarians, reforms he introduced in KPK and a pledge to make a difference in KPK Governance model soon.

Election Commission of Pakistan very smartly once again asked "Fafen" to observe the by Election as Independent Observers, secondly taking some stringent measures to make these by Elections very transparent and free, first time in history of Pakistan, the Army will be deployed inside the Polling Booth's on select Polling stations. It was necessary as well after Imran's Press Conference yesterday, criticizing the ECP role in GE 2013, their inability to conduct free and fair Polls.
The stakes are very high in these By Elections, as PMLN taking all the credit of reduced Load Shedding, historic highs in Stock Markets, Crack Down on corruption in the Energy Sector, increasing FDI in July but at the same time struck by a wave of terrorism, their policy of curbing terrorism and talks with TTP going no where. While Imran Khan under immense pressure to deliver a promised change in 90 days on the corruption front, terrorism, reforms in health and education etc. While he was ruling the most difficult Province, his claims of alleged rigging needs some proof as well.

Police system is as old as the history of governments in the world. During the time of war lords and monarchies the system of police was used for tax collection also. Despite being the oldest organizations of the world governments, still many countries especially underdeveloped lack a well organized and disciplined force to control the law and order situation. Pakistan also falls in that category.

It was the British government who maintained a well organized police force for curbing the political as well as law and order situation from Peshawar to the last village of Bengal, across the subcontinent. At that time the police was a disciplined force (as far as the writ of the government is concerned) where the orders were executed without any hitch and the culprits were properly prosecuted under judicial procedures. After the subcontinent was divided into Pakistan and India, the decline of this force started. The very first point that strikes the mind is, the change in administration created this downfall. Yes it may be one of the reasons but right here my point of discussion is not about the administrative issues of Police service of Pakistan but about the inhumane and beastly nature of Police.
Consider the case of #OKARA which aghast the people of Pakistan. Where the holy relationship of a father and son was turned into a sin in an appalling act of rape by the Punjab Police. I read that news on an internet based news agency a day or two before it was published in national newspapers. It was such a heinous act that even a bacchanalian person cannot think of it. The police torture was a third degree torture that one can only expect to be in NAZI's prisoner camps, ABU GHURAIB of IRAQ or Guantanamu Bay of USA. The difference here is only this that those who were arrested by the SINFUL POLICE force of Punjab were of the same religion and were tortured without undergoing due legal procedures. Punjab POLICE has thus established a new DEEP SHIT level of inhumane and beastly torture at the cost of only departmental inquiries and a possible suspension for a few months. Such an utter shame and disgrace for the whole Nation. The hostages real father and son were forced to rape each other and were coerced to drink human urine, all in a city which is amidst Punjab. For the next day or two this incident was not reported in the media and hence no action was taken by the district police officials. This means that in the Islamic Republic of Pakistan if anyone needs justice he has to be in media headlines. Here the justice is purchased its not given.
The fragility of our institutions is evident from the fact that in all such cases CM Punjab has to take action. The mechanism of institutional discipline has collapsed and therefore is the reason of such filthy incidents. The whole police station was suspended from their service while the FIR is not filed under the clauses of forced rape, which as per me is an attempt to save the criminals. It is observed that our Police run amok while investigation. It is also a dangerous and alarming situation that the abominable behavior of our Police force is an actual reason of alienating the people from themselves. The establishment of accountability in the institutions is essential for avoiding such future incidents. It will be a gross underestimation that in future such incidents will not happen. They will happen because the justice is not seen here. Those involved in violating the sanctity of houses and females in the FSD police Gardi incident are still part of the police force. Those who are investigated through departmental inquires must be chastised and the actions taken must be presented to people through mainstream media, and of action means the end result not just reporting the CM's action.

ایک صاحب نے فون پر اطلاع دی کہ بلیو ایریا میں موجود ایک مسلح شخص نے فائرنگ کر دی ہے۔ جناح ایونیو
پردیکھا تو ایک مسلح شخص گاڑی روکے ہوائی فائرنگ کر رہاہے۔ پولیس نے چائنہ چوک
جانے والی سڑک کو بند کر رکھا تھا۔ مسلح شخص دونوں ہاتھوں میں اسلحہ اٹھائے وقفہ
وقفہ سے فائرنگ کررہا تھا۔ عینی شاہدین نے بتایا کہ اس شخص کو ٹریفک پولیس نے روکا
تو وہ دوڑ پڑا۔ آگے ناکے پر موجود اسلام
آباد پولیس نے گاڑی کو ٹکر مار کر روکا۔ لیکن اس کی ہوائی فائرنگ کے جواب
میں پولیس نے اس پر فائرنگ نہیں کی جس کی وجہ مسلح شخص کی گاڑی میں موجود اس کی فیملی
تھی۔ اس اقدام نے پولیس کے تبدیل اور ذمہ دارانہ روایہ کی عکاسی کی۔۔۔
جلد ہی بلیو ایریا میں چلتی ایکشن فلم کی اطلاع ہر طرف پھیل گئی۔ سڑک کے چاروں
اطراف لوگ اکھٹا ہوکر تماش بین بن گئے۔ مسلح شخص سکندر جب جوش میں سب مشین گن یا
کلاشنکوف سے فائر کرتا تومجمع دور بھاگ جاتا۔ اس سب کے دوران اس کی گاڑی میں
موجود دو بچے اور اسکی اہلیہ خاصے پرسکون رہے۔ گویا کہ ان کے لئے یہ معمول کی بات
ہے۔ جلد ہی یہ بات واضح ہونا شروع ہو گئی کہ سکندر کوئی نفسیاتی مریض ہے اور شاید
نشے میں ہے۔ بات شروع ہوگئی کہ اب اس شخص کو گولیاں مار کر ہلاک کر دیا جائے گا لیکن
ایسا نہیں ہوا۔
ایس ایس پی آپریشنز ڈاکٹر رضوان نے مسلح سکندر پر گولیوں کی بوچھاڑ کرنے کا
حکم دینے کے بجائے پیشہ وارانہ رویہ اپنایا اور اس سے خود مذاکرات کا عمل شروع
کیا۔ اس سے یہ واضح ہو گیا کہ پولیس سکندر کو ایک ذہنی مریض کے طور پر لے رہی ہے،
اور اسے مقابلے میں مارنے کا کوئی ارادہ نہیں۔ ڈاکٹر رضوان نے ایک ماہر نفسیات کے
طور پرسکندر سے مطالبات دریافت کیے۔ سکندر نے پولیس سے مذاکرات کے لیے اپنی بیوی
کو پیغام رساں کے طور پر استعمال کیا۔ سکندر نے ملک میں نفاز شریعت کی آواز بلند
کرنا شروع کر دی۔
اس دوران میڈیا نے ہرطرف سے کیمرے لگا کر اس فلم کوبراہ راست نشرکرنا شروع کر
دیا۔ جس جگہ سے اچھی عکس بندی ہو سکے کیمرا لگا کر میڈیا کا کام شروع ہو جاتا۔ اس
دوران دو ٹی وی کمیرہ مینوں میں جھڑپ ہو گئی، ڈنڈے اٹھا لیے گئے لیکن جب سکندر نے
گولی چلائی تو سب لڑائی چھوڑ کر کام پر لوٹ گۓ ۔
اس دوران میڈیا کو ہٹانے کی کوشش کی گئی
تو وہ بپھر پڑا کہ پولیس کو کیا اختیار ہمارے کام میں مداخلت کا یہ اختیار تو
صرف ہمارا ہے کہ پولیس کے کام میں ٹانگ اڑائیں۔ میاں بیوی کا جوڑا کچھ ہی دیر میں میڈیا
کے ہیرو تھے خوشی خوشی دونوں میڈیا کے اینکرز کو لمبے لمبے بیپر دے رہے تھے۔ میڈیا
پر براہ راست کوریج دیکھ کر تماشبینوں کے ہجموم میں اور بھی اضافہ ہو گیا۔
لیکن ایسے میں زمرد خان مولا جٹ کے
روپ میں بچوں کو بچانے میدان میں آ گئے۔ سکندر کو بہلا کر انھوں نے اپنے قریب کیا۔
اور یک دم اس پر چھپٹ پڑے لیکن اسے دبوچنے میں ناکام ہو گئے۔ اور پھسل گئے ، اس
چھینا جھپٹی میں گولی چلی اور زمرد خان بھاگتے ہوئے سکندر کی بیوی بچوں کی ڈھال میں
چلے گئے۔
پولیس کے لیے زمرد خان کی کاروائی بالکل اچانک تھی، لیکن انھوں نے فوری رد عمل
دکھایا، اور وہی ہوا جس کا ڈر تھا۔ سکندر کو اس کے بچوں کے سامنے گولی لگی۔ سیکورٹی
فورسز کی بروقت کاروائی سے گولی سکندر کے پیر اورسینے میں لگی، لیکن بات عیاں تھی
کہ گولی سے اس کی جان محفوظ رہی۔ میڈیا نے فوری زمرد خان کو ہیرو بنا دیا لیکن
اگر ان کی اس بے ساختہ حرکت سے کوئی جان چلی جاتی تو کیا ہوتا؟ کیا ذمرد خان نے
قانون کو پنجابی فلموں کے ہیروں کی طرح ہاتھ میں نہیں لیا تھا؟ کیا وہ باکل اناڑی
کی طرح سکندر پر نہیں جھپٹے تھے؟۔یہ وہ سب تلخ حقائق ہیں جو ظاہر کرتے ہیں کہ زمرد
خان نے کسی بہادری کا مظاہرہ نہیں کیا-
پولیس کی جانب سے پیشہ وارانہ رویہ لائق تحسین ہے، ورنہ ماضی میں پاکستانی
پولیس کی جانب سے ایسے واقعات پولیس مقابلے پر ہی اختتام پزیر ہوتے ہیں۔ لیکن افسوس
ہے ان عقلوں پر جنھوں نے پولیس کے نفسیاتی
مریض سے نمٹنے کے طریقے کو ڈرپوکی کا طعنہ دیا۔ میری تمنا ہے کہ مستقبل میں ہماری
پولیس نفسیاتی مریضوں کو ایسے ہی ہینڈل کرے لیکن مولا جٹ سٹائل ڈراپ سین نہ
ہونے دے۔۔۔۔۔

Tehrik-e-Taliban Pakistan (TTP) has claimed the responsibility of brutal killings at Diamir Base Camp of Nanga Parbat. 'By killing foreigners, we wanted to give a message to the world to play their role in bringing an end to the drone attacks,' TTP spokesman Ehsanullah Ehsan told AP on the telephone from an unidentified location.
TTP is, at times, wrongfully considered as a faction of ‘Taliban’. It's important to note that, although, Taliban and Tehrik-e-Taliban Pakistan (TTP) share a name, the two groups are discrete entities with fewer similarities than differences. They operate independently with contradictory strategic goals. 'The fact that they have the same name causes all kinds of confusion,' Gilles Dorronsoro of Carnegie Endowment for International Peace told NYTimes in 2009.
Taliban vs TTP
As Wikipedia defines, 'the Taliban is an Islamic fundamentalist political movement in Afghanistan'. They operate against foreign and Afghan security forces but strictly oppose targeting another Muslim state or country. Before 9/11, Taliban hosted and supported several Al-Qaeda leaders but it’s believed that the groups are separated now. Currently Taliban's 'real purpose' is to fight the invading forces in Afghanistan and 'liberate' it from their occupation.Contrarily Tehrik-e-Taliban Pakistan is an umbrella organization of various anti-Pakistan militant groups. Organization's strategic goals are purely based on enmity toward the Pakistani government and military. TTP can largely be held responsible for violence and security related issues in Pakistan. The group has been extensively involved in suicide attacks on military, police and innocent Pakistanis, heavily armed attacks on Pakistan's security forces, murdering of opponents without discrimination (like the attack on young girl Malala Yousafzai), kidnapping for ransom, killing of high value targets and promoting sectarian violence.
Origination of the Groups
Taliban's origination can be linked back to 1980s insurgence by mujahidin fighters against the Soviet Union in Afghanistan. After the fall of Soviet-backed regime, several Afghan political parties signed a power-sharing agreement, but the feeble government lasted only a few days and Afghanistan entered into civil war. Taliban’s militant activities started in 1994. They took control of Kabul in 1996 and ruled the country until American-led NATO invasion in 2001.TTP’s roots can be traced back to 2002, when Pakistan Army started operation in FATA (Pakistani areas bordering Afghanistan) against foreign militants fleeing from Afghanistan into Pakistan due to NATO operation. Eventually in December 2007, several groups united under Baitullah Mehsud to form the Tehrik-e-Taliban Pakistan. It’s reported that the TTP killed around 200 tribal elders to strengthen their hold in the region. Several TTP leaders previously participated in Afghanistan war, along with Taliban.
TTP and Al Qaeda are in a close relationship, collaborating in financial matters and manufacturing of explosive devices. White-House counterterrorism advisor John Brennan once said on Fox News, "It [TTP] is a group that is closely allied with Al-Qaeda. They train together, they plan together, they plot together. They are almost indistinguishable."
Relationships between Taliban and TTP
Taliban strongly denies their association with TTP. "We don’t like to be involved with them (TTP), as we have rejected all affiliations with Pakistani Taliban fighters. We have sympathy for them as Muslims, but besides that, there is nothing else between us." There has been several attempts to bring the two organizations together, but Taliban often asks TTP to “to end suicide attacks, attacks against the Pakistani military, kidnappings for ransom, and the killing of innocent Pakistanis”. Apparently, none of the agreements between two groups ever worked.TTP and Recent Attacks in Mountains
The first incident of violence in the mountains took place in February 2012, when 18 Shia Muslim bus passengers were killed in Kohistan district. Jundallah, a group linked with Al-Qaeda and TTP, claimed the responsibility of the attack. Despite being an unprivileged area, militancy related incidents in the Kohistan were almost non-existent, prior to aforementioned incident. Although, previously militants had a strong hold in the adjacent valley of Swat.In August 2012, more than 20 Shia passengers were killed in the valley leading to Babusar Pass. TTP claimed the responsibility of the attack. The attackers were disguised in military uniforms.
Although massacre at Diamir BC is the first instance of attacks on foreign climbers, the incident can be closely linked with past events. TTP claims that the attack was carried out by its newly formed team, Junud-ul-Hifsa.

اگر پاکستان کی سیاسی تاریخ پر ایک نظر دوڑائی جائے تو ایک ہییجان کی کیفیت نظر آتی ہے۔ آپ کو ہر دور میں مختلف ادارے ایک دوسرے سے تصادم کرتے نظر آئینگے۔اس سلسلے کا آغاز لیاقت علی خان کے قتل سے شروع ہوگیا جسکا سلسلہ اب تک جاری ہے۔راقم کا بہت سے ایسے دوستوں سے سامنا ہوا ہے جنکے خیال میں جمہوریت ایک ناکام نظام حکومت ہے یا پاکستان جیسا ملک اسکا محتمل نہیں ہو سکتا۔ میں کچھ حد تک انکی بات سے اتفاق کرتا ہوں کہ پاکستان میں لوگوں کی اکثریت کو جمہوری نظام سے کافی امیدیں وابستہ رہی ہیں جوکسی حد تک پوری نہیں ہوئیں اور اسکے نتیجے میں لوگ آہستہ آہستہ جمہوریت سے متنفر ہوتے جا رہے ہیں۔
پاکستان میں جمہوریت کو پنپنے میں ایک عرصہ لگا۔ ایوب خان کے طویل آمرانہ دور حکومت سے لوگ اکتا گئے۔ ایسے میں ذوالفقارعلی بھٹو میدان میں آئے اور جمہوریت کا علم بلند کیا۔ سانحہ مشرقی پاکستان میں کیا ہوا اور کون سے عناصر ملوث تھے یہ ایک الگ بحث ہے مگر بھٹو نے عالمی سطح پر پاکستان کے وقار میں اضافہ کیا۔ ملک میں صنعتوں کا جال بچھایا گیا۔ عالمی اسلامی کانفرس منعقد ہوئی۔ ایٹمی پروگرام انہی کے زمانے میں شروع ہوا۔ بدقسمتی سے ذوالفقارعلی بھٹو سے کچھ سنگین غلطیاں ہوئیں جسکا فائدہ انکے مخالفین نے اٹھایا۔ نظام مصطفیٰ کا نعرہ لگا کردوبارہ ایک آمر کا راستہ ہموار کیا گیا جنہوں نے میرے عزیز ہم وطنو کی آڑ میں پاکستان کو ایک ایسی دلدل میں دکھیل دیا جسکا خمیازہ ہم آج تک بھگت رہے ہیں۔جمہوری طاقتوں کا دوسرا دور ٨٠ کی دہائی سے شروع ہوتا ہے۔ محترمہ بینظیر بھٹو ١٩٨٦ میں پاکستان واپس تشریف لائیں۔ اس زمانے میں میاں نواز شریف پنجاب سے ابھرتے ہوئے سیاستدان تھے۔ چونکہ دونوں اس وقت عالم شباب میں تھے اور سیاسی ناپختگی کی وجہ سے ایک دوسرے کیخلاف استعمال ہوئے۔ بینظیر کو یہ باور کرایا گیا کہ آپ بھٹو شہید کی سیاسی وارث ہیں اور اقتدار کی اصل مستحق جب کہ نواز شریف کو یہ تاثر دیا گیا کہ آپ پنجاب سے ابھرتے ہوئے پہلے رہنما ہیں۔ یہی وہ وقت تھا جب دونوں رہنماؤں کو مل کر جمہوریت کے لیےکام کرنا چاہیے تھا مگر افسوس ایسا نہ ہوسکا۔ اس وقت خفیہ اداروں میں چھپی کالی بھیڑوں نے نواز شریف کو بینظیر کیخلاف استعمال کیا۔ ٨٠ اور ٩٠ کی دہائی میں ایک دوسرے کے خلاف محاز آرائی اور پے درپے واقعات کے بعد دونوں رہنماؤں کو اپنی غلطیوں کا احساس ہوا اور اسکا ازالہ میثاق جمہوریت سے کیا گیا۔
پیپلز پارٹی کی حکومت مشرف کی ٨ سالہ آمریت اور بینظیر کی شہادت کے بعد برسر اقتدار آئی۔ اگرچہ پیپلز پارٹی عوامی توقعات پر پورا نہ اتر سکی مگر کسی حد تک میڈیا کے منفی کردار نے جمہوریت سے متعلق لوگوں کو مزید متنفر کیا۔ ابھی مسلم لیگ(ن) جس نے گزشتہ انتخابات میں کامیابی حاصل کی ہے ، اس کو بھی پیپلز پارٹی جیسی صورتحال کا سامنا ہے ۔ اب وقت آ گیا ہے کہ لوگوں کو اس بات کا ادراک ہونا چاہئیے کہ پاکستان میں جمہوری نظام حکومت کی کامیابی کے لیے لوگوں کی حمایت کے ساتھ ساتھ ان کی حقیقت پسندی بھی چاہیے تاکہ آنے والے دنوں میں اس کے ثمرات صحیح معنوں میں نظر آئیں۔

پڑھا لکھا پنجاب یعنی جناب چودھری پرویز الٰہی کی جانب سے شروع کیا جانے والا حکومت پنجاب کا چار ہزار ایکڑ پر محیط نیو مری پروجیکٹ پاکستان کی ماحولیاتی آلودگی میں بے پناہ اضافہ کر سکتا تھا مگر اس کے پیچھے قارون پاکستان جناب ملک ریاض صاحب کا ہاتھ تھا جنہیں فرعون پاکستان جناب مشرف صاحب اور انکے درباری جرنیلوں کا آشیرباد بھی حاصل تھا -جرنیلوں کو بحریہ ٹاؤن اور ڈی ایچ اے کے تجربے سے رئیل اسٹیٹ کے بزنس کی لگی لت اس ماحولیاتی دہشت گردی کے منصوبہ کے پایہ تکمیل تک پہنچنے کی ضمانت تھی- اگر سپریم کورٹ کا سوموٹو نوٹس ہرکولیس کے ہتھوڑے کی طرح پاکستان کے طاقتور ترین افراد کے مال بنانے کے خواب پر برس نہ پڑتا تو بنیادی سہولیات سے محروم عوام صاف فضا میں سانس لینے کے بنیادی حق سے بھی محروم ہوجاتی
پاکستانیوں کو ڈالروں کے عوص امریکہ کو بیچنے کا اعتراف کرنے والے فوجی سربراہ جرنل مشرف اور اس انسانی بیو پار میں شریک جرم دیگر افسران کے لئے لاپتہ افراد کی بازیابی کے لئے سپریم کورٹ کا سوموٹو نوٹس اور اس سلسلہ میں ملوث اداروں پر بازیابی کے لئے دبائو ناقابل قبول تھا- ایسی صورت حال میں سول سپریم کورٹ پر فوجی بالادستی قائم کرنا فوج کی اعلٰی قیادت کی دانست میں ناگزیر تھا- اسی بلا دستی کو قائم کرنے کی ضد میں جرنل مشرف نے فوج کے پانچ اہم جرنیلوں جن میں اس وقت کے آئی ایس آئی چیف جناب اشفاق پرویز کیانی بھی شامل تھے کے ہمراہ سپریم کورٹ کے چیف جسٹس جناب چودھری افتخار کو آرمی ہاؤس بلا کر استعفیٰ کا مطالبہ کر دیا - جو واضح طور پر فوج کی طرف سے ایک سول ادارے کو اپنی بالادستی کا پیغام تھا- چیف جسٹس چودھری افتخار نے فوجی سربراہ کا حکم ماننے سے صاف انکار کر دیا وہ انکار جس نے آزاد عدلیہ تحریک کا روپ دھار لیا اور ملک میں قائم سیاسی جمود کو توڑ دیا-اپنے آمرانہ طرز حکومت کے باعث عوام میں غیر مقبول مشرف حکومت کے سپریم کورٹ پر حملے کے جواب میں عدلیہ تحریک سے آمریت لڑ کھڑا اٹھی- اپنے اقتدار کے لئے سیاسی جماعتوں کو زہر مہلک سمجھنے والی آمریت سنبھلنے کی کوشش میں پیپلز پارٹی سے شراکت اقتدار پر آمادہ ہوگئی - جس کے نتیجہ میں پیپلز پارٹی کی چیرُیرسن محترمہ بینظیر بھٹو کی وطن واپسی ممکن ہوئی جو بہرحال آگے چل کر 2008 میں فوج سے عوام کو اقتدار کی منتقلی کا اہم جز ثابت ہوئی١٩٩٩ سے جاری دور آمریت کے مظالم کو ایک اور ظلم سے چھپانے کے لئے بدنام زمانہ قومی مفاہمتی آرڈیننس این-آر-او جاری کیا گیا جس میں آٹھ ہزار کے قریب ملزموں کو بغیر کسی صفائی کے باعزت بری کیا گیا -آرڈیننس کو عوامی حلقوں نے ماننے اس انکار کر دیا یہاں تک کے پارلیمان میں اکثریتی جماعت پیپلز پارٹی نے اسے ایوان میں پیش کرنے سے گریز کیا - انہی عوامی جذبات کی ترجمانی کرتے ہوئے ٢٠٠٧ میں سپریم کورٹ نے پہلے اس آرڈیننس کو معطل اور بعد میں ٢٠٠٩ میں کالعدم قرار دیا
٢٠١٢ میں جب فوج نے اقتدار پر قبضہ کے لئے جناب طاہر القادری کی شکل میں ایک ٹروجن ہارس پاکستان کے سیاسی میدان میں اتار تو عوامی حکومت سے جاری فوجی کشمکش نے ایک دلچسپ صورت حال اختیار کر لی تاہم طاہر القادری کےایجنڈے کو عدالتی فیصلہ نے غیر موثر کر دیا- مصر میں فوج کے ہاتھوں مرسی حکومت کا خاتمہ اسی ایجنڈے کی ایک کامیاب مثال ہے جسےپاکستان میں سپریم کورٹ نے ناکام بنا کر سول حکومت کا تحفظ کیافوج اور سول عوام کے درمیان اقتدار کی کشمکش جاری رہے گی -١٩٧٧ کے انتخابات کے بعد اسٹبلشمنٹ کے من پسند اتحاد پی-این-اے کی شکست کے بعد دھاندلی کے نام پر سول حکومت کے خلاف مظاہروں کی سازشی سیاست جیسے حربے آج بھی آزمائے جا رہے ہیں تاہم سپریم کورٹ نے بھی دھاندلی کا ڈھول پیٹنے والوں کو عدالت میں طلب کر لیا ہے اور امید ہے کے طاہر القادری کے ایجنڈے کی طرح اس ایجنڈے کو بھی عوام کے سامنے غلط ثابت کر دے گی

My intention is just to highlight the gray areas that are actually creating problems for common people. In a third world country like Pakistan it is the responsibility of an ordinary man to pay taxes, unjust utility bills and most important of all be a part of the democratic system by casting their votes. In countries like Pakistan rags to rich stories are often found but cannot be at par with the success stories of once rags now billionaire like Steve jobs and Bill gates. Ordinary men are in fact the real Pakistan and all the governments must work for their betterment.
Secondly, a person who claims to be an expert on economics is imposing taxes on the poor people rather than broadening the tax base. The prices of gasoline as well as electricity have been increased many times since the budget is approved. I wonder why on this earth Pakistani people are always told that country is in critical condition and we need to have tough decisions. I wish if the same is announced by PM Mian Nawaz Sharif in his party meetings. I wish if he can tell them that country is in critical condition and we cannot afford to have more than a dozen ministers in the federal cabinet. I am not cynical about the ambitions of present government but that they are elected I have a right to ask WHY FEDERAL CABINET IS CLOSE TO 30 NOW ?. Why the TOUGH DECISIONS not on the side of cabinet. I mean if the world super power can have a cabinet of 10-12 members, world largest country with 7 or 8 members why not in Pakistan ?. Why can't the PM tells the JUIF, PMLF, PKMAP and most importantly his very own PMLN to withhold their desire of being minister for a couple of years after all از تو حرکت، از خدا برکت.

His tireless work for rehabilitation of Pakistan Railway is even appreciated by his critics. When I heard that PR will be handed over to Kh. Saad Rafiq, frankly speaking i was discombobulated. I have closely observed his political struggle and always admired his work for PMLN and Pakistan. For me it was a daunting task for him to handle railways but the way he has shown his skills is outstanding. After all there is a difference between a political worker and someone elected on reserved seats and later gifted the federal ministry. The railway that was earning 1 million per day has seen a mighty jump to 14 million per day. Indeed a matchless performance and the only shining star in the so far government of #PMLN. Here is what I think, to have a popular government on grounds Saad Rafiq alone is not enough. The same could have been done for the sinking Pakistan Steel Mill and Pakistan International Airlines. But so far government simply has shown no interest in rehabilitating these backbones of the Pakistani economy. How long Saad Rafiq's performance be used as a performance indices of the present government. Why minister of IT failed to resolve the issue of YOUTUBE in Pakistan. If there is a problem on google side what alternatives they have? She should clearly tell this nation about it. Why the minister of Petroleum and Minerals have not formulated policies for exploring new resources of energy. I mean if Saad can do such work in 3 months why not others. The PM is a seasoned politician and is elected based on the performance of PMLN Punjab govt. As he said in the first cabinet meeting that he means business, he should force them to formulate at least workable policies if not performance. توہین عدالت کیس: عمران خان کا بنچ نمبرون میں ایک دن

عام انتخابات میں ناکامی کے بعد عدلیہ کے کردار کو شرمناک کہنا۔۔۔سپریم کورٹ
نے تحریک انصاف کے چئیرمین عمران خان کو توہین عدالت نوٹس بھجوا ہی دیا. ٢ اگست کو عمران خان اپنا دفاع کرنے سپریم کورٹ کے بنچ نمبر ون پہنچے
کیس کی سماعت شروع ہوئی تو وکیل حامد خان نے تفصیلی جواب جمع کرانےکے لئے کچھ مہلت مانگی۔ بعد ازاں انھوں نے مختصر بیان عدالت کو سنایا۔ بیان میں کہا گیا کہ عمران خان کبھی عدالت کی توہین کا سوچ بھی نہیں سکتے۔ عمران تو قانون اور عدلیہ کی بالادستی پر یقین رکھتے ہیں۔ ان کی آزاد عدلیہ کی بحالی کے لیے جدوجہد ہے۔ عمران کو عام انتخابات میں دھاندلی پر الیکشن کمیشن سے شکوہ ہے اور انھیں سپریم کورٹ سے بہت توقعات وابسطہ ہیں۔
اس دوران بار بار عمران خان اپنی نشست سے اٹھ کر چیف جسٹس کے سامنے پیش ہونے کی کوشش کرتے رہے، لیکن کوئی نہ کوئی ساتھی بٹھا دیتا۔ اس دوران حامد خان بھی تھوڑے پریشان دیکھے۔ کیس کی سماعت کرتے ہوئے چیف جسٹس افتخار محمد چوہدری نے حامد خان سے کہا کہ ہم جانتے ہیں کہ تحریک انصاف کی 31 درخواستیں الیکشن ٹربیونل میں داخل ہیں۔ عمران خان کوآئین کے بارے میں بتائیں کہ جو کیسز الیکشن ٹریبیونل میں زیر سماعت ہوتے ہیں وہ سپریم کورٹ میں سنے نہیں جا سکتے۔
جب چیف جسٹس نے عمران خان کی پریس کانفرنس کے بارے میں دریافت کیا کہ جس میں انھوں نے عدلیہ کے لیے لفظ شرمناک کا استعمال کیا، تو حامد خان نے جواب دیا وہ تو ریٹرنگ افسران کے بارے میں رائے تھی۔ بنچ نے یاد دلایا کہ آئین کے مطابق تو عدلیہ سپریم کورٹ یا ہائی کورٹ ہے۔ پھر بنچ نے دریافت کیا کہ عمران خان نے کہا ہے کہ معافی نہیں مانگیں گے۔ حامد خان بولے کہ یہ میڈیا والے بھی نہ ہر چیز ۔۔۔۔۔۔۔
چیف جسٹس افتخار محمد چودھری نے کہا ہےکہ عمران خان ایک قد آور شخصیت ہیں، ان کے منہ سے ایسی باتیں اچھی نہیں لگتیں۔ چیف جسٹس اس طرح دباؤ میں آنے لگیں تو لوگ کہیں گے کہ ہمارا مقدمہ سنیں ورنہ گالی دیں گے۔ بالا آخر عمران خان اٹھ کھڑے ہوئے اور ڈائس پر جا کر اپنے بات شروع کر دی۔۔ کہنے لگے کہ میں نہ آزاد عدلیہ کی بحالی کی خاطر 8 روز جیل کاٹی ہے، جو کسی سیاست دان نے نہیں کاٹی۔ چیف جسٹس نے کہا کہ ایسا مت کہیں شرمندگی ہوتی ہے، بحالی عدلیہ کے لیے مزدوروں ، طالبعلوں پوری قوم نے کردار ادا کیا۔
عمران خان نے جب دوبارہ بات کرنے کی کوشش کی تو بنچ نے نرمی سے کہا کہ آپ کے وکیل بات کر رہے ہیں نا۔۔۔۔(مقصد شاید عمران خان کو کوئی غلط بیان دینے سے روکنا تھا)۔
چیف جسٹس نے کہا کہ حامد خان آپ کی پٹیشن پر یوسف رضا گیلانی کو نااہل قرار دیا گیا،آپ کہتے تھے کہ قانون سے بالاتر کوئی نہیں۔ سپریم کورٹ کیسے مان لے کہ ماتحت عدلیہ کو شرمناک کہنا درست ہے۔ خیر سماعت کے بعد عدلیہ نے عمران خان کو 28 اگست تک دوبارہ جواب داخل کرانے کی مہلت دے دی۔ ساتھ ہی چیف جسٹس نے ہنستے ہوئے ریمارکس دیے کہ اب اتنی لمبی سماعت کی مہلت دینے پر کوئی پریس کانفرنس نہ ہو جائے۔
لیکن خان صاحب بھی جب عدالت سے باہر نکلے تو میڈیا سے اجتناب کرنے کی بجائے پھر گفتگو کر ڈالی اور کہا کہ انھیں پہلی مرتبہ علم ہوا ہے کہ لفظ شرمناک گالی ہے۔ اس دوران ان کے وکیل حامد خان خاموشی سے کنارے کھڑے رہے۔
میری رائے پوچھیں تو کہوں گی کہ سپریم کورٹ نے خواہ مخواہ میں عمران خان کو اتنی اہمیت دی جس کو عمران نے ہیرو بننے کے لیے بھرپور استعمال کرتے ہوئے جیل جانے اور نااہلی سہنے کی بات کر ڈالی۔ ججوں کے لب و لہجے سے واضح تھا کہ شاید سپریم کورٹ معاملے کو ختم کرنا چاہیتی ہے، یہی وجہ ہے کہ اگلی سماعت کے لیے لمبی تاریخ ڈال دی۔ لیکن ایک چیز یہ بھی لگی کہ خان صاحب کھلاڑی ہی ہیں ابھی تک سیاست دان نہیں بنے، ان کے سٹائل میں میچیورٹی نہیں آئی بلکہ کھلنڈرا پن موجود ہے۔ محاز آرائی سے اجتناب کرنے کی بجائے ہلہ گلہ چاہتے ہیں۔ تاکہ دنیا کو لگے کہ وہ درست کہتے ہیں کہ وہ انتخابات ایسے ہی نہیں ہارے بلکہ انکو ہرانے کے لیے دھاندلی میں عدلیہ کا پورا ہاتھ ہے۔ عمران خان نےانتخابات میں دھاندلی کا ذمہ دار تو الیکشن کمیشن اور عدلیہ کو ٹھہرا دیا ہے لیکن بھول گئے ہیں کہ انتخابات کرانے میں ایک تیسرا فریق پاک فوج بھی تھی۔۔۔۔جن کے کردار کے بارے میں خان صاحب نے اب تک ایک لفظ نہیں کہا۔

چیف جسٹس نے کہا کہ حامد خان آپ کی پٹیشن پر یوسف رضا گیلانی کو نااہل قرار دیا گیا،آپ کہتے تھے کہ قانون سے بالاتر کوئی نہیں۔ سپریم کورٹ کیسے مان لے کہ ماتحت عدلیہ کو شرمناک کہنا درست ہے۔ خیر سماعت کے بعد عدلیہ نے عمران خان کو 28 اگست تک دوبارہ جواب داخل کرانے کی مہلت دے دی۔ ساتھ ہی چیف جسٹس نے ہنستے ہوئے ریمارکس دیے کہ اب اتنی لمبی سماعت کی مہلت دینے پر کوئی پریس کانفرنس نہ ہو جائے۔
لیکن خان صاحب بھی جب عدالت سے باہر نکلے تو میڈیا سے اجتناب کرنے کی بجائے پھر گفتگو کر ڈالی اور کہا کہ انھیں پہلی مرتبہ علم ہوا ہے کہ لفظ شرمناک گالی ہے۔ اس دوران ان کے وکیل حامد خان خاموشی سے کنارے کھڑے رہے۔
میری رائے پوچھیں تو کہوں گی کہ سپریم کورٹ نے خواہ مخواہ میں عمران خان کو اتنی اہمیت دی جس کو عمران نے ہیرو بننے کے لیے بھرپور استعمال کرتے ہوئے جیل جانے اور نااہلی سہنے کی بات کر ڈالی۔ ججوں کے لب و لہجے سے واضح تھا کہ شاید سپریم کورٹ معاملے کو ختم کرنا چاہیتی ہے، یہی وجہ ہے کہ اگلی سماعت کے لیے لمبی تاریخ ڈال دی۔ لیکن ایک چیز یہ بھی لگی کہ خان صاحب کھلاڑی ہی ہیں ابھی تک سیاست دان نہیں بنے، ان کے سٹائل میں میچیورٹی نہیں آئی بلکہ کھلنڈرا پن موجود ہے۔ محاز آرائی سے اجتناب کرنے کی بجائے ہلہ گلہ چاہتے ہیں۔ تاکہ دنیا کو لگے کہ وہ درست کہتے ہیں کہ وہ انتخابات ایسے ہی نہیں ہارے بلکہ انکو ہرانے کے لیے دھاندلی میں عدلیہ کا پورا ہاتھ ہے۔ عمران خان نےانتخابات میں دھاندلی کا ذمہ دار تو الیکشن کمیشن اور عدلیہ کو ٹھہرا دیا ہے لیکن بھول گئے ہیں کہ انتخابات کرانے میں ایک تیسرا فریق پاک فوج بھی تھی۔۔۔۔جن کے کردار کے بارے میں خان صاحب نے اب تک ایک لفظ نہیں کہا۔

My Advice To Imran Khan PTI

Let me be very candid and fair, Imran Khan PTI contempt notice was un-called for, completely unexpected and unwarranted, in fact it shocked many. Yes Imran Khan is very vocal against rigging in GE2013, the role of ECP and Courts. But to be fair to courts, ECP is an independent institution after 18 amendment, very powerful one as well, the Imran criticizing Supreme Court just doesn't sound right and just as well. His criticism of ECP may have reasons, justifications that are understandable but what the Supreme Court had to do with it is not understandable. Now let us not indulge into who is right and who is not, let's just focus on why i do feel Imran Should tender an unconditional apology to the court and make himself a True Democratic leader, true voice of his followers. As "Abraham Lincoln" once said... "In Great Contests Each Party Claims To Act In Accordance With The Will Of The God, Both May Be, and one must be wrong".Now let me explain why Imran Khan needs to tender an unconditional apology that would lead to a rise in his stature.
1) Imran Khan by tendering an apology can immediately take a psychological edge over its main rival PMLN, as their history regarding contempt notices is not very beaming and not worthy. As we all remember PMLN stormed the Justice Sajjad Ali Shah courts after their leader Nawaz Sharif ( Then PM ) was served with contempt notice, yes Sajjad Ali Shah was very controversial, was working at the behest of the then President Farooq Ahmad Leghari to throw out a Democratically Elected Government but history remembered the images of PMLN workers and Leaders storming in the Supreme Court building. PMLN leaders still taunted by their rivals of that unwanted decision made in haste, literally a black spot on the glaring political struggle of Mian Nawaz Sharif.
2) Imran Khan's stance doesn't sound convincing when he talks that the Supreme Court must intervene, take a sou moto if I am getting it right regarding his claims of rigging. Imran Khan must realize that after 18 amendments ECP is a very powerful institution they showed their muscle during the GE, when many decisions made by care takers were reversed by them, so it would have made two institutions SC and ECP at loggerheads with each other because Fakhr ud Din G Ibrahim always maintained that GE 2013 were one of the fairest in the history of Pakistan, his claims got an endorsement from Local and International observers as well. Secondly Imran Khan not even once Questioned ECP before the GE 2013, their placing of officers ( RO ) in different constituencies, similarly neither presiding officers were questioned till the results started coming on 11 May, even then Asad Umar appeared on the National Television , congratulated PMLN's victory. Finally Imran Khan himself confessed publicly and apologizing publicly regarding awarding of tickets in GE and Intra-Party polls.
3) Imran Khan seemingly endorsing PPP point of view regarding rigging in GE and Superior courts favouring the one party, the same PPP which got thrashing of a life time during the Polls, remiained at loggers head with SC regarding their Hundreds of billions rupees of loot and plunder, the same PPP which got reduced to from a Federal party to a Provincial party due to their poor governance, their Two former Prime Ministers facing jail in coming days, hundreds of billions of corruption cases pending in Supreme court, Nab and FIA, their President fearing of opening of Swiss cases once Presidential immunity is stripped off, their leaders openly mailgning the superior courts due to their hidden agenda. Imran Khan toeing their policies is simply mind boggling and wouldn't send the right signals to his voters and supporters.
4) Imran Khan PTI gets second highest votes in General Elections close to 7.5 million, becoming the second largest party in Pakistan, wiping PPP off from Punjab and KPK, forming a Government in KPK, winning a sizeable number of NA seats, getting their opposition leader placed in Punjab, Imran Khan gets huge applause in the Print and Electronic Media, dominating the Social Media. There is no doubt in my mind Imran Khan PTI is a government in waiting unless PMLN performs exceptionally and PTI performs badly in KPK because Imran Khan got a golden opportunity to make institutions and his agenda implemented in KPK, he must remember his performance now must be compared with other Provinces, glaring mistakes like D I Khan jail break will come to haunt him in coming Polls in 2018. With his performance he can give PMLN run for their money in coming GE or his party PTI may face the same fate as PPP.
5) Imran Khan's recent decision of contesting Presidential Polls despite being pursued by many to boycott the Polls won his laurels and high moral ground in Democratic circles, elevated him to the status of the main Opposition Party because PPP committed a blunder boycotting the Polls handing over the initiative to Imran Khan PTI which he grabbed with both hands. Imran Khan PTI can achieve towering and prominent stature by appearing in court, humbly submit his unconditional apology and take a much honorable route of constitutional and legal struggle against his claims of rigging in GE 2013. He should knock every door, take a difficult but logical course of his political struggle, believe me Imran Khan immediately will lift his stature as a leader, he will immediately get that moral superiority to his rivals because there are already many conspiracy theories and stories circulating in the market that this clash might derail Democracy once again, this will only result Imran Khan is being the net loser, PPP and PMLN winner, will revive PPP's dying politics.
Hope common sense will prevail at both ends, Imran Khan learn from history and courts as well learn from their past which unfortunately is not the one to talk about. Let me end this read with "Abraham Lincoln" Quote "I Do Not Think Much Of A Man Who Is Not Wiser Today Than He Was Yesterday".
